Unless your power gen is very, very slow (less than 40 RF/tick) or you are synthesizing an item that has an absurdly large RF cost like Certus Quartz, the "energy value" shown can be ignored as the machines are most likely full of energy at any given time.

If I leave it for a while, the stored power will not go up. My decomposer seems to have 3-5% of power stored every time I come over to it, but when I repeatedly open and close the decomposer the power goes up by 1% every time I open it.but ONLY when I open it. I've read that Buildcraft power must be used for Minechem - is this correct? I seem to be powering both the decomposer and synthesizer with the power I have set up, however. Right now I am using Mekanism power for my decomposer and synthesizer, which I'm told is supposed to be "universal" and convert between the various power units that are available.
